India Post - Loss of Package

I have sent a packet through speed post to bhiwani haryana from Jalandhar on ** Dec ****.
On * Jan **** I received empty packet with the message that receiver refused to accept the packet because it was empty. On packet (Speed post receipt) it is clearly mentioned that it having weight of ***gm
While inquiring regarding this at post office, I was suggested to file complaint about the lost article online.
I want to file case against India Post . I have send a gift to my friend on her wedding it is special . And if I can't trust govt. companies then to whom we trust?
