Cartrade.com - Listing of a used car in cartrade.com which is offered by a fraud person

I was searching for a new car when I come across cartrade.com and there I found a listing of a Hyundai i** era(****) selling price was Rs. *****. I was surprised by the price as it was comparatively low. I contacted the owner that person told me his name is Vikash Patil and this car he has bought from his friend and since he is moving back to MP he wants to sell it. He said he works in the Bangalore airport and we can pick the car from there. I asked him to send me the pictures of the car and he sent me the pictures of the registration card and insurance copy which has a different name and address which created a doubt in my mind. I then asked him why it does not have his name on the card he said as the car was his best friends so he didn't change the name. As everything sounded too good to be true I searched on google with the car number and found there is a complaint listed on OLX that they paid the money and didn't get the car. It was the same car with the same number but a different name again. So my question is to cartrade.com is how they have allowed someone to list their car without any verification? if I would have paid for this car then I would have been another as don't know how many people he has already fooled. I need an expatiation on security and trustworthiness provided by cartrade.com and also strict action to be taken against this fraud person. I have attached all the information and details I have please take necessary actions.
