Latika tour and travel - Land package of Andaman

I had paid package cost advance amount odf *****/- to Travel Agency Latika tour based in Port Blair.
after making payment for agreed hotels he denied giving booking in same hotels under pretext of rooms not availble and offered other budgeted hotels which wee denied to take. we asked for refund but now he is saying he will deduct **% GST , which is not charged in given package and although we agreed for that deduction he havent yety refunded balance amount.
Neither is he clearly saying how much amount he will deduct from *****/- and how much amount he will give..
to support my claim i am attaching my payment invoice and email communication with him also sharing his company details with address and contact number for reference of all
