Vlebazaar in - Item not delivered

I had placed an order of smart watch on *th Feb ** at Vlebazaar.in as they didn't have option for COD I made payment through UPI. They told will be shipped in *-* days. After * week not shipment was done so I raised a complaint on their website. I got a message from them sorry for inconvenience we will ship soon. Again after * week I raised the complaint & still same reply we are sorry for the inconvenience we will ship it soon. Still days past by & no update so I felt this is a fraud company. So I complaint on government consumer helpline on Ingram, they registered my complaint & gave me ticker & said would be solved in ** days. ** days also over still no update from anyone so I registered a complaint on national cyber crime reporting portal. Today more then * & half months have passed and no progress anywhere. And the website is still running & looting others but nothing is done by government. I have all the proofs to show.
