CBSE - Issue of nonrefund of failed transaction

Sharath Panchal filed complaint against CBSE on Oct 16, 2018

Issue with non refund of the amount that was due to the failed transaction when applied and tried to make the payment. It's been * months now and the person responsible does not show a proper response. Everytime they say is within **days the amount will be refunded, but it does not happen. I have already logged a complaint with the consumer court online in the month of July. But till now the issue is not resolved. I am including a screenshot of the complaint logged with consumer court.
