Irctc Indian Railways - IRCTC Tdr rejected with false reason

I have filed a tdr stating that ***** train was running late for more than six hours and i did not travelled in the train. I should receive the full refund as irctc has policy to refund the full amount if train becomes late for more than three hours. But they rejected my tdr stating that i have travelled in the train. But i did not. I booked ticket on another train and travelled I can share another train ticket also which I paid with plenty ****. I have to travel with my all luggage from one station to other. They are giving false reason and cheating us.
