Woodhead Interiors Pvt Ltd - Interior Designer ran away with money used substandard material did not deliver project

We entered into agreement with Divyansh Upadhyay Adhaar No ************, S/O Shri Kaushalesh Upadhyay, owner of Woodhead Interior Pvt Ltd registered at .
R/o ***/*A, near Tapeshwar Nath Temple, Subhash Nagar, Bareilly, Uttar Pradesh ******, on ** January ****.
The agreement was to work on the interior which included complete work of Modular Kitchen including everything, * wardrobes and * master wardrobe, Home office unit, Mandir, Crockery Unit ,Feature wall in living room, paint, pelmets, false ceiling with lights and electrical rewiring.
This was for our * BHK flat in Sector *, Greater Noida West. We agreed with completing work by **th June **** and we did it in parts to accommodate the budget. The final quote was of *.** Lacs which included his **% fees and we paid *.** Lacs till **th June.
Nothing was completed till **nd june before the person went to Bareilly from Noida mentioning that he is going to his hometown for his birthday.
After that he has not come back till date. We have followed up with him multiple times , initially his phone was switched off for * days and when he switched on his phone he denied giving any money to workers and mentioned that all the money has been already spent in the flat. He sent the expense sheet which falsely claims to have been used for purchasing materials for the flat.
We have been cheated, materials used are of the cheapest quality, which is exactly opposite of what he has mentioned in his quotation. It has been mental and financial harrasment for us. We have already spent *.* Lacs till date, the work is still not complete and the labor is asking us for more money threatening that if we don't pay they will leave the work incomplete.
