SJPNL - Incorrect Bill

SJPNL lately issued me a water bill for the month of May, it includes arrears of previous month water bill. SJPNL has thereby, through the Bill and their website (of MC Shimla), has claimed/represented that I have not paid the bill for previous month, that is April.

Such is refuted. My Bank statement is a clear proof of payment, which shows relevant amount being deducted from my account and being credited to SJPNL Account.
The said company has, thus, played fraud upon me.
There is no grievance redressal system.
The bill does not provide for any email/number/authority to contact to in case of grievance.
On top of that, their official SJPNL website is not working.

To conclude, the people, are left high and dry. SJPNL supplies water to district Shimla and therefore the issue of absence of redressal system is spread to a whole district.
The bill is fraudulent, there is no grievance redressal, the website is down.
Had I not checked my bank statement then I would have paid a fraudulent and grossly inflated bill, and SJPNL would have wrongfully gained profits.
This, to my understanding, is illegal.
I am attaching the bill, the websites’ screenshot showing SJPNL representation, and bank statement showing that the said amount was duly paid.
This maybe a large scale issue, and therefore could be a class action. I say this for the reasons that I have two water bills for two different connection, both of which shows arrears, which is wrong as both had been paid.
There could be a pattern!
