Delizestore In - Incomplete refund provided

I ordered Delize Boots from the https://www.delizestore.in/ website and paid **** rupees for the order online before delivery. I had to send mails to the company owner as I never receievd any order confirmation mail or text and was not able to track the order, however the money was deducted. After days, I received the boots but they did not fit me, even though I had ordered as per the measurement provided in the website. I had to call and mail the owner for exchange/return and he took a long time to respond. After few days, he processed return of the item and asked for a screenshot. The item was never used and in original condition with the tag attached. After they received the boots, they initiated a refund of **** rupees only and deducted shipping costs of ***. They are refusing to pay me full refund. During delivery no such shipping charge was mentioned, neither did they ever mention about shipping charge while returning. I lost *** rupees for nothing. The same shoes if ordered from Myntra would have refunded me full cost since the item was not used and it was measurement issue.
