Theme my Party - Incomplete products delivered even during COD Delivery

I ordered cash on delivery for * products with contained Birthday party decor. paid ***rs extra to get a COD order as well. during delivery, the delivery person said the package is delivered via amazon and the customer is not allowed to open it. I made full payment and took the package only to see a product worth ****rs missing. Online website is https://thememyparty.in and didnt have option for COD delivery so i reached out the number mentioned in contact us on the website which traces to Heman parikarma with phone number **********. he said he can make the order COD and took the product details and I also made full payment for the product only to see an item worth **** missing. I asked for update multiple times still there is no response
