VI - Incoming call and Data are not working

Incoming calls are not working ,i.e it is telling switch off in case someone trying to call me. I had raised complaint * times but both tickets have been closed without knowing me even i had given alternate number to call but no one tried to call me . Now i am not able to talk customer care nor raise new compliant because it is telling already one ticket is in progress.I have my own business and i was not reachable so many customer given their tender to others.
