Indigo airlines DGCA and Ministry of aviation - Illegal Money Charged by Indigo Airlines

I had booked a flight from Mumbai to Delhi for *th May **** (*.** pm). I reached airport at *:** pm. I was denied at check-in baggage for being late when I reached at the airport * hour ** min in advance. They alternatively asked me to book another flight as I arrived late. On pursuading much they gave me an alternative flight at *:** pm but also charged me Rs.**** per ticket because I had booked * tickets, I had to pay a total of Rs.****. I was not given any receipt for those Rs.****. Is it a part of corruption/illegal money or if it is chargeable. Please explain what those Rs.**** were charged for.
