Irctc Indian Railways - I facing a problem to get a TDR refund from IRCTC

I facing a problem to get a TDR refund for
Ticket info:--
PNR: **********
Train: Uttar Banga EXP (*****)
Boarding Dt: **/**/**
Boarding St: SDAH
Departure Time: **:**
TDR info:--
Date & Time: **/**/** ; **:**
Reason: Passenger not travelled due to ticket in RAC after chart preparation.
According to IRCTC refund rules, after getting the *st chart at **:**, I filed the TDR ** min before the train departure. The case was registered at the North East Frontier Railway zone office on **/**/**, and they claim now "No EDR Has Been Fed Against The Particular PNR As Party Has Travelled"
It is very unfair because I filed the TDR on time (before the *nd or *rd chart preparation). How is it possible to travel with a cancelled ticket?
I want more explanation about the concern. Please help me
