Link Utsav Registration Plates PVT. LTD - HSRP not delivered (Receipt dated)

I have paid fees for HSRP (High security number plates) on **/**/****, but till this date (**/**/****) I have yet to receive one even after followups. The registration authority is RTO Panchkula Sector * Panchkula. This money just went in the pocket of company sub contracted by the RTO Panchkula or RTO panchkula itself.
I have been suffering for over * years because of this theft from me which could not be expected from government authorities. I would want any help provided to me in this matter so that I can claim back my money and physical and mental damage I have to go through as because of no security plates. I have been harassed by traffic police officers as well I have been rejected vehicle passing every year and had to pay fines. Government should at least take a strict action and give us relief about these areas.
