IndusInd Bank - Home loan not credited

My self Surendra,
I have applied for a home loan from IndusInd bank FEB-****,
and it was rejected in AUG-**** due to no "Land conversion letter". After that, I have asked to return my original documents but the bank manager said that "Okay sir, I will talk with the higher authority and it will be approved without that letter but we have to re-apply". After that, I re-applied and again paid for processing fees documentation and also the EMI's started getting deducted without crediting the amount. Still, again they are saying that they need "Land conversion letter",
now I need complete explanation and expenses as followed!
*. How many days it takes to approve the home loan! They have taken almost ** months
*. I had completed my housework almost ***% but can't shift because of this reason only (defamation)
*. Are there any policies for banks to deduct EMI without crediting the loan amount?
*. My cibil score got down from *** to *** because they are not approving my loan and showing in cibil that the loan is approved but I'm not paying EMI's. I tried to approach another bank for a personal loan, but they also rejected due to this reason. Who is responsible for all this?!
*. Now I am clearly asking that if the loan is approved then credit the amount and if it is rejected again, then I need complete expenses and original documents, cheques, etc. that I've provided the bank
*. I need to raise the Defamation case to the bank!
