IDBI Bank Limited Branch 838RAC MISSION ROAD BANGALORE - Home Loan Application Charges

I have applied for home loan transfer for IDBI bank and they took a cheque of *,***/- from me and it was deposited the next day and later loan was rejected because my project is not eligible for the loan.
When I contacted the bank they told me like its been used to Legal and other stuffs. The bank people without prior checking the property details they blindly processed the application and cheque and now the money is gone and they are not ready to accept their mistake and provide me a refund. I am trying to contact the managers they are not replying to my emails. I am not sure how many people are becoming a victim of these kind of cheatings. This looks like a scam to me from IDBI Bank officials.
