Vipul Limited - Hidden Maintenance Charges for issuing NOC

I have requested the NOC for transferring my flat from Vipul Limited. I have made the timely payment of maintenance charges as per the invoices raised by the Company. When I have requested the NOC, Company has asked me to first pay Rs. **,***/- towards the outstanding maintenance charges for the last * years. The statement provided by the Company states that the outstanding amount is towards the difference between maintenance rates and cost sheet rates (which is over and above the invoice amount).
