The government VETERINARY of lal chowk near exchange road srinagar The government VETERINARY of hawa - HELP

I'm basically from kashmir, srinagar. I have bought * chicks from Government poultry, as I have known the fact that my chicks need to be vaccinated I asked them about it, they told me to talk to VETERINARY, as a resident of srinagar I have * options of Government veterinarians, first one is THE GOVERNMENT VETERINARY OF POULTRY NEAR EXCHANGE ROAD LALCHOWK, SRINAGAR & THE GOVERNMENT VETERINARY OPPOSITE ISLAMIA COLLEGE NEAR HAWAL. I went to ist mentioned hospital there they said I have to buy vaccination from my own money from the local market, I wandered all over city then I find a distributor he give me LASOTA vaccination with dilute the next day i went to same hospital they refused to vacinate my innocent two little voiceless chicks, then I went to Hawal hospital (*nd mentioned hospital) they told me they didn't have vaccination when I show them I bought it by myself then they did the vaccination, He was not a doctor he was a sweeper I guess because when I asked him about upcoming vaccination he isn't aware.
I am totally disheartened how are they producing the voiceless innocent souls but without any conscience, I am here just because of my constitution guarantees that its fundamental duty to take care theses voiceless souls, why are there GOVERNMENT VET if they aren't available? Where are they? Why are they taking salaries? Why are government giving them salaries for what? Why aren't they at work?????
I don't want any money, I just request u that if there is vet in government VETERINARY hospital our voiceless innocent souls get proper care.
