Franchise partner - Harrassment by shadowfax

I m franchise partner of shadowfax as per agreement will start business after starting company not providing shipments , what before communicated. Past * months my co-workers asking salary I m not able to pay. Shadowfax Company not responding us. Too much harrassment I had personally taking but company people's are also harrassing us. I want to file a case against shadowfax bcz of giving fake sop before starting business. How to i send notice to company ceo and management head please suggest.
