LUCKNOW METROCITY HOSPITAL LUCKNOW - HARASSMENT BY THE HOSPITAL BY NOT PROVIDING BILL AND DEFICIENCY IN SERVICES

Respected Sir,
I am Rajat Jain son of Shri Shanti Pal Jain having resident of F-***, Bahadur Vihar, AWHO Apartment, Sector -*B, Vrindavan Yojna, Lucknow-******. I admitted my wife Shri Neha Jain during second wave of covid to Lucknow Metrocity Hospital, , Lucknow on **/**/**** and discharged by hospital on **/**/****. At the time of discharge, i was already deposited Rs *,**,*** to Hospital + approx Rs **,*** for medicines -Total Rs *,**, *** then Hospital demanded balance Rs *,**,*** then i asked to provide hospital bill of Rs *,**,*** but later on denied by the Hospital .As Hospital did not care for our patient & they discharged our patient without any proper documents. After discharge, hospital person called me and informed that your bill is ready so please come to hospital with balance payment of Rs *,**,***. Then i immediately rush to Hospital along with my brother then again they denied to give bill. Then i also denied to give balance payment then Hospital employees beaten us in which i got injured. My mobile phone also broken. They made us hostage in the Hospital after that i dial *** number and call the police and police officials escorted us from the Hospital. They also informed Hospital employees to provide bill but nothing happened. Entire incidence have been published in various newspaper also.
Next day they informed us due to shortage of staff , we cannot provide the bill right now & assured us to provide the bill within * days after submission of balance payment of Rs *,**,***. Then we deposited the balance payment through cash to the Hospital without any cash receipt. After that Hospital issued the discharge card in which doctor prescription with medicine for next * days was being mentioned & accordingly we went to Appollo Hospital for further treatment. On that time my wife was not ok. His sugar level was *** and Oxygen level was below ** during discharge from the Hospital. Please find below the following issues related to violations of consumer rights, deficiency in services & unfair trade practises executed by the Hospital :-
*. Today more than *** days passed, we did not get bill from the Hospital for Hospitalization charges of Rs *,**,*** which already paid by me through Online + Cash. We received only medicine bills from the Hospital for amount of Rs **,***. We are unable to file my insurance claim due to bills not provided by the Hospital.
*. Hospital overcharged by *-** times from patients during second wave of covid. As per instruction from up government vide letter no. ****/**-**-**** dated **-**-**** from Chief Secretary Shri Amit Mohan Parsad, Rs **,*** per day was fixed including cost of PPE kits for Hospitalization charges where as Hospital taken Rs **,*** on per day basis from us which is higher by *.* times as per up government approved rates.
*. As per up government instructions, the cost of PPE kits was also included in the price of Rs ***** where as Hospital charged us extra.
*. Hospital charged different rates for the same medicines. Some medicines, they charged *-* times from the MRP.
*. Hospital did not care for our patient properly as per Government instructions vide letter no. -****/ **-**-**** dated **/**/**** for which we already paid *.* times to them. Patient was being discharged without any proper investigation.
*. No bill provided for the received payments by Hospital till now.
*. We have asked several times to Hospital through verbal communication, mobile whattapp & email reminders for providing the bill for paid amount. We have given Rs *,**,*** through online mode + Rs **,*** through cash (Receipts already Issued by Hospital) + Rs *,**,*** through cash without any receipt + Rs **,*** for medicines. Total Payment Given to Hospital –Rs *,**,*** & we received bills only for Rs **,*** from the Hospital till now.
*. As per my complaint to UP government against the Hospital, ACMO (Dr KP Tripathy) & ACM-* (Mrs Pallvi Mishra) investigate this matter and found Hospital in guilty. Second investigation has also been done by SDM Sadar, Lucknow and also found Hospital in guilty. All the investigation reports are also enclosed. After that DM, Lucknow & Mrs. Roshan Jacob Madam (Nodal Officer) advised CMO to file FIR against the police & accordingly FIR lodged on **/**/**** by ACMO. Now police is doing investigation in this matter.
