Sbi - harasement from SBI credit card

HI Team,
In **** I have applied for an SBI credit card,
But I haven't received a card, I have sent several emails but I didn't get.
After several months onwards they are keep on calling for payment of credit card.
And I have sent several mails to them and raised complaints but still, they are calling me and ask the due amount, now the amount is **** rs.
Last month also SBI people called and asked to pay amount , I clearly told them please let me know what i spent on my credit card and I haven' t received a credit card then why do I have to pay the money?
Please help in this issue It is reflecting on my cibil score.;
