Locanto - Got Cheated by Escort Service Agent

On */**/**** I booked for Full Night Sex Service two days early. They asked me to pay Rs.***/- towards Booking Amount. I transferred the amount. The Total Service Charge agreed was Rs.****/-
On **/**/**** I contacted the Agent and asked for the Service that night. He took my Current Location and sent me the Girls Location after some time. And he told me to go to the Hotel and call him from Outside.
In the evening i went to the specified hotel. He asked me to pay the remaining amount. I transferred the remaining amount, ie ****/-
After that he asked me to pay Rs *****/- as Security Deposit for me and for the Girl. I argued with him for not informing about this earlier. Later I agreed and paid *****/-. Because by this time I already paid Rs.****/- and he assured me that this "Security Deposit will be Refunded ** Minutes Before completion of the Service."
Again he asked me to pay Rs. *****/- for giving me Girls Or Customer ID and Entry into the Hotel.
I argued with him and came back without even going into the Hotel and without seeing or meeting the girl.
After some time this agent called me and told me that he will Refund Rs.*****/- amount and it will be done with in ** hours.
Its been * days now and no refund till today.
Now he says that because of Technical Issues he could not Refund the Amount and it will take *-* days.
Please help me to get my Refund.
