FORIDUL ISLAM SEKH - GOODS NOT DELIVERED

I have a small ladies garment shop which is managed by my old mother. I gave **,*** rupees (forty thousand rupees) to Foridul Islam Sekh for the purchase of garment brand name tags, labels, and other packaging materials. He had contacted me around one and a half year ago as a fashion designer. I was looking for ladies garments to sell online at that time. This guy contacted me through linkedin. He took me into confidence that he will work with me as a buyer. For that he took **,*** rupees. I trusted him and I transferred the money online. I have all the receipts of the online transactions.
When I started asking him about the stuffs and receipts, he started playing with me. He started avoiding my calls and messages. Then he started telling lies that i will receive my stuff soon but so many months passed he did not send anything.
When I messaged again he started abusing me verbally. I have all the watsapp chats and voice records to prove.
Now he is telling me that he has given the amount to a police officer in Mumbai who is his best friend. He helped the police friend by giving my money as a loan. He is telling that the police officer is not returning the money and so he doesn't have any money to return to me. Whenever I ask he is sending abusive messages.
After some research on him I came to know that he has cheated many people like me. He is not a fashion designer. He is only a zari worker in Uluberia, Howrah, West Bengal. He is targeting people through social media platforms like instagram, facebook, linkedin etc.
Please I request you to help me recover my money or my stuffs worth **,*** rupees and almost ***** rupees I have spent in different ways to contact him.
