P D S Logistics International Private Limited - Good not delivered

I have ordered a goods from China using Alibaba app. Then the supplier has arranged a logistics company to ship my goods. The goods have reached India since November ****, but the logistic handler in India weren't able to do the custom clearance duty because of some incident which they didn't specifically inform. Now that I have been waiting for almost *months they haven't yet updated me nor can they assure me about delivering my goods. I have therefore asked for a refund but they aren't willing to pay me the full amount. I kindly request to help me out with this issue ASAP. Thank you.
