The shoe factory the shoe - Fraudulent seller

I, Kanishk Chandel, placed an order of a shoe named 'Kith × Nike leBron ** Performance King's Cloak' amounting to INR **,*** on **/**/**** on the website named 'The Shoe Factory', owned and managed by Ishpreet Singh Gujral (**********) who is based out of Mumbai, with the order number '****'. And before ordering the shoes I specifically asked him for the delivery time and he said within ** days it will be delivered because I was ordering it for a special occasion so I placed the order but even after two and half months the product didn't reach to me so on **/**/**** I asked him to issue the refund on which he agreed but it's **/**/**** today and to this date I haven't received my money back, it's been * months since I placed my order and he still has my money in his possession for absolutely no reason other than malafide intention, against all my gentle timely reminders and cooperation he's of the opinion to not return my money and misappropriate my property and convert it to his own use. Since the day I started asking him about the whereabouts of the product, he started ignoring me. Till the time I placed my order, I used to receive his replies within fraction of seconds and from there onwards it slowed down to the point where he started taking more than a week's time to reply and then eventually putting me on seenzone. He used to never pick up my calls from the same number, whenever there's a different number there are chances that he might pick. The first time I talked to him, he started making excuses that 'I'm in an elevator right now network problem is there, I'll call you back in * mins' but that never happened and from that day he never picked up my call from that number. Everytime I had to change numbers in order to talk to him and everytime he made some pointless excuses. Now I'm in a position where he's not replying to my messages, not picking up my calls and my money is stuck with him. He has kept my money in his possession wrongfully and therefore has misappropriated my property. Moreover, he's a very well-known scammer in the sneaker community and is popularly known as a fraudster wherein he takes money in the name of delivering the product but then never delivers the product or sends high quality fakes basically counterfeits. Everyone in the community is aware about him but still to this date many people are falling in his trap. I can produce enough evidences w.r.t whatever I'm claiming. Many people I've come across who got scammed by this guy Ishpreet. I came across him through his Instagram page named 'The shoe factory**' and seeing his following and reach he's doing this scamming business at a large scale.
Please help me get my hard earned money back from this fraudulent seller who is clearly not abiding by E-commerce Rules, ****.
