Nvs Consultants Private Limited - Fraudulent activity Money not fefunded

Hi
I approached NVS consultants based at indore for job finding .The name of the owner is Mr. Nirmal Dubey.
As per my experience and salary he asked me to deposit token money of Rs **,***, against the commitment that i have to pay one month's salary as charges to his service(balance deducting the advance).
The commitment was that in case he is not able to find the job in three months he will refund back the money deducting Rs. *** from the token money as registration charges.
Three months have passed and he is not able to find any job for me and i asked for my refund back.Suddenly when i asked for the money he said he has arranged job for me which i declined as i arranged it by myself due to his lethargic approach .I asked for my money back and since then he has been going back & forth for the refund.
He don't pick the calls or he keep cutting the calls,When i visit his office he give hollow assurance that he will pay in a day or two.
I paid the money on **/**/**** .
