Island Tour Packages - Fraud Travel Agent - Not providing services after getting advance payment

I had booked a holiday package to Andaman with Island Tour Package worth INR **,***/- including flights. They have asked for advance payment of INR **,***/- for confirming the package. I made the payment to their ICICI Account A/C No: ************ at Arumbakkam branch, Chennai on **th Sep'**. However, I did't got any confirmation on hotel booking and flight PNR. Everyday, the dealer was giving bogus commitments that I will be getting the confirmation by end of the day. However, I was cheated everyday and didn't get any confirmation till date. After further communication, he committed that he will be refunding my money, however that also didn't happen. He is now not responding to my calls and messages. I am cheated by that fraudulent travel agent. From his reviews online, I learned that he is a regular fraud cheating people in similar manner.
