himalayan holidays - Fraud done by an agent Mr. Umed Singh

We are a travel agent from Nagpur. Mr Umed Singh or Mr Rohit Kumar of Himalayan Holidays has taken *.* lacs from us for a tour booking of our client for Sikkim package. When our client reached there no one turned up at the airport and we had to arrange another taxi for them and upon reaching the hotel we learnt that he has not made any payment for any hotels and taxi. Also as the taxi and the hotel people kept on calling us for payment. We had to pay for the hotel again.
My other client who was on another tour where Umed Singh was acting as a driver himself tried raping his * years old daughter for which they had a fight and he ran from the place. My client would file a separate complaint against him for the attempt to rape and fraud with not paying the hotels in his case too. Such fraud and rapists culprits should be hanged to death.
I just learnt from the net that he has done similar things with others as well and to my surprise after so many online consumer complaints no action is been taken and he still operates with the same address and same numbers.
Is the system in our country so weak that people can easily play with anyone and do as they wish? Probably because they are aware of our judicial system which is not prompt and active enough to arrest and catch hold of such rapist and frauds.
If someone genuine is reading my complaint I would earnestly request to take severe action against him. I have his below details which can easily help to trace him
