UPS - Fraud by UPS by clearing a consignment in wrong hsn to increase the duty amount

Few days back, my consignment came from USA. The consignment was of synthetic food flavours used in beverage or baking. The hsn code corresponding to it is ******** or ******** which has basic custom duty of **%. These people deliberately cleared in wrong hsn code which has **% custom duty even though i requested them to clear in the correct hsn code.
My stuff is stuck. I have already paid ***s of Dollars on product and shipping and now **% custom duty.
What are my options?
