Maduri construction - Fraud by the promoter

I brought a flat of Rs ****** lacks and submitted Rs. ****** lacks would pay the other ****** after having a building loan. After that, I knew that the flat doesn't have a plan which means that the flat I brought in not present in the total building plan. So I was not able to have the loan on that flat and now my promoter is pressurising me to pay the due amount or else he will cut the current connection and water connection. He pressurising me to get out of the flat and will have the penalty the full ****** lacks.
