Dish India Pvt Ltd - For Refund of advance paid to Dish TV

After disconnecting my account number VC# ***********. The balance Rs ***/- advance amount paid to them is not returned back.
On calling to their call center, and they informed that as a company policy Dish TV will not return the advance subscription received from customers.
Now recently without my permission they have re-activated my above mentioned account. And now call center employee calling and asking for more money. Please resolve the issue and help to get the advance amount I had paid as I am not availing their service anymore.
