Technoculture Building centre pvt.ltd - flat not delivered by buliders

I have booked two flat for vastu vihar nano,naharpura as on feb ****.I have paid all emi on time of both flat to M/S Technoculture Building centre pvt.ltd through cheque.My emi has been completed on March **** but still they are not hand over to flat.according to them there has been rule for delay of possession of rs.****/-per month per flat from the end of emi including * months of gress period.But i have not received any rent amount from them.i have also send notice through high court Advocate but they are not received notice & return to advocate.both flat are booked with name of *.Ritesh kumar & *.Birendra kumar Thakur.
