Mahamaya Engineering Pvt Ltd - Flat booking amount not refund provided cheque bounce

I booked a flat from Mr Chayan Saha properitor of Mahamaya Engineering Pvt Ltd, CIN-U*****AS****PTC******, REG NO.*****, and give him of Rs.* lakh ** thousand through online payment transaction on **/**/**** and **/**/****. He gives me money receipt and made an agreement against the amount which is given by me to him.But till the date he did not give me my booked flat and neither refund my booking amount. After so many request he provide me a cheque on **/**/**** which is bounce back due to insufficient fund.I has an agreement copy also that this cheque will not be bounce the builder signature and witness signature on the agreement.I already has send him email and final Intimation Letter by DTDC courier pod no-K******** but he did not give any response.I have all the agreement copy, email communication,whatsapp chat,call recording, transaction details.
