Holiday Travel Triangle Private limited - first Instalment made now Travel Triangle Neither Booking Package nor refunding money

I have booked the package for Andaman and Nicobar in April **** but due to COVID Travel Triangle and their Agent Ambition Destination Tour and Travel couldn't complete the itinerary as promised. So I have asked to refund my money but the said you will get Zero refund but they can postponed the Trip.
So i accepted with condition that i can change the Destination if i required.

Now I have requested Travel triangle to book the Package for Kerala so now
*. Travel Triangle and their agent Ambition Destination Tour and Travel asking for full payment in advance when i have already made **k payment which is **% of total amount.
*. Ambition Destination Tour and Travel is charging so much extra amount because TT said they can't choose any other agency.
*. I have asked Travel Triangle to change Agency they said we can't make it or we have to follow their partner Terms and policy which says you will get only *-*k on top of that *k Travel Triangle will charge as per their cancellation policy.

Now i don't know what to do, i have asked them to Book the package not done TT asked to make full payment in advance further i have asked to change the Agency again not done replied again with Payment terms, then asked to make refund then replied you will get the refund as per Payment terms which in their favor but when coming to book the package not following the Payment Terms.
