Best Capital, Jaipur - Finance service charging amout for NOC

I am from trivandrum, kerala. I had a car loan ( no *******) from gmac financial services trivandrum, kerala with tenure starting from april ****. this financial service was taken over by best capital under guidance of barclays.all my dues we settled using automatic clearance via post dated cheques. no payment was missed from my part. now when i requested for noc, they are asking me to pay **** as for noc charges, which seems to be pure cheating. i hope bank provides it free after settlement of loans. kindly help us regarding this issue as noc is much required to change hypothetication status for my vehicle.
