College of Engineering Roorkee - Fees Refund

My nephew VIBHANSHU RAJ planned to take admission in College of Engineering, Roorkee in B.Tech (Computer science) and paid an initial amount of Rs **,*** to the institute. In which Rs *,*** was non-refundable registration fees and Rs **,*** was refundable fees as discussed with Mrs Vaishali Chaudhary (mob-**********, one of the officials of this college). Payment was made via online mode (payment id-*********, payment date- ** june ****).
Now my nephew has planned to take one year coaching for JEE Mains and will not take admission in College of Engineering, Roorkee this year. So, I called up Mrs Vaishali chaudhary to withdraw my nephew's admission and to return Rs **,*** as per our initial telephonic conversation. It has been more than two months Mrs Vaishali chaudhary and other staffs of College of Engineering, Roorkee are denying to refund my nephew's paid amount.
They are not talking to me in a professional manner, not receiving my phones, finding excuses and told me to come to the college physically to get the refund. But this is contradicting what they said at the time of taking admission. My point is if they are taking fees online, conducting classes online, then why one has to come to their college to get their refund?
Inspite of every efforts, I am finding myself helpless. college officials are not responding.
My humble request to you is please ask College of Engineering, Roorkee to refund my fees(Rs **,***) asap via online mode.
