Roorkee Institute of Technology - Fee is not refunding

Dear Sir, I took admission in BSc Agriculture in
Roorkee Institute of Technology in the year
****. Later I came to know that it is operated
under the name of Himalayan College which is
affiliated to HNB Garhwal University. After
taking admission, I came to know that I have to
give a donation of * lakh rupees because
Himalayan College is affiliated to a Central
University. After knowing all this, I decided to
cancel the admission from the college. I had
deposited a total of ***** fees. At the time of
cancelling the admission, the institute had told
me about the fee refund. When I reached home
and asked to refund the fees, the institute
refused. I had taken admission on **-**-****
and joined on **-**-** and cancelled the
Admission on **-**-**.
