DGVCL - Faulty meter and payment

We own a company and we have dgvcl connection there. Our meter was faulty since * months and dgvcl didnt came for replacement of meter and gave us avg billing. We had not used this much but still they gave us avg bill every month and pressurized us to pay the bill or else we will disconnect your connection. Oficials also misusing their chair power and torturing us to pay the bill. We are ready to pay bill since day * but we are only saying that guve us our original bill we will pay it and they are like you pay as we say.
