Phonepe And Sbi Bank - Failed transaction balance not refunded

I would like to inform you that I have sent the money of Rs ***** to Bharat pay but the transaction was not successful. The payment id is P********************** and the UTR no are ************ and Ref No. Transfer to *************. This transaction is done on **-Feb-**** but the amount is not refunded in my account. I contact customer care so many times. The executive said that the amount is in the Phonepe account but there is no response from the customer care side. SBI customer care executive also denied the amount and they are not talking to the customer. SBI executive said to mail the CEO the amount is not in SBI account the amount is not refunded not in the SBI and also not in the Phonepe so where is that money this money is also not in the Bharat Pay account.
I just want to know where is the money is that kind of services provided to the customer.
SBI executive talking in a rude manner always. More than one month is to go but the amount still not refunded.
