Paytm Insider - Event started 2 hours late

I had * tickets booked for Boho Bazaar for November *th. We reached at **:** pm and there were police barricades. We waited till about * pm and left as there was no clarity when the event would start. It started sometime later. I had requested a refund but got a mail saying the event started *-*:** which is a lie, so i wont get a refund.
