Wishcare - Empty package delivered

I had ordered a guasha jade stone on *th November, **** from wishcare website https://www.mywishcare.com/ with Order ID WC***** and opted for cash on delivery. I had ordered this as a gift for my Mom as she wanted a guasha for quite some time. The delivery person came on *th November, took the money and left. After some time when my mom opened the parcel there was a wishcare box with no guasha inside just a sponge cutout in the shape of guasha was there. It was so embarrassing for me to give her an empty box as a gift. It didn't cost me much, just *** Rupees but I just can't tolerate being cheated and embarrassed like that. I've been raising this issue constantly by calling, emailing and messaging wishcare but they have no answer to give me. There is only one contact number and one email ID on the website which is of no use. On call some girl named Priyanka answers the call everytime and tells me that she will check and call me back and later she just messages me on watsapp to tell me that the product weight was right while packaging and courier delivery. They don't even have the courtesy to speak directly on the call. They are refusing to even provide me the complaint number that should be registered.
I have mailed them but got no response and when I call their official number this girl named Priyanka answers who is surely not competent enough to resolve this for me. I have never had any experience as such with online shopping. I seriously thought wishcare to be a legitimate brand and company. I'm having my doubts now after such experience.
They are refusing to deliver the product or provide me the refund. They failed to deliver the product but also failed to deliver a good customer service. There is no grievance redressal service available on their website.
Kindly help me to teach them a lesson so that they would never cheat any other customers.
