jai electrical - Electricla shoop keeper is not giving the bill

An electrician is assigned to me for the electricity fault , i just asking for electrician but they also send me the items used for fault costs about **** rs and **** for labour charges. now they are not giving the bill with GST number i provided to them as i live in goverment flat and these money i spent is reimbursed form govement if i provide them the original bill.
