Dvvnl Up - Electricity Disconnection

Hi,
My parents are senior citizens living in Agra suffering from age illness and unable to move around or travel. On the *st of December, Torrent Power disconnected their Electricity connection at the request of Dvvnl , as per them there are some dues on property on the name which we never heard about and do not have any relation with them. So, as requested by Torrent we followed the procedure and my father get to the DVVNL office after *th attempt in the second week he get a chance to submit the application and he requested them to inform torrent for reconnection but according to them this matter with take around *-* month as they are tired in distributing notices and now compiling these applications.
My appeal is with DVVNL as on their orders our electricity has been disconnected, and if they will not find any dues in our name will they compensate us with the same amount and trouble my parents our facing at this age?
