Nihal Singh And Sons - Driving licence not provided

I went to this shop Nihal Singh and sons, mahan singh Gate, Amritsar for applying my driving licence in Oct ****, they told me that you have to pay ****/- in advance. I paid them the amount in Nov **** and they issue me learning license and told me that permanent license is applied and you will get it within * months. But now it's **nd June **** and the shopkeeper is threatening me and refused to get me my permanent driving licence.
Kindly help me in this regard.
