Miraj Cinemas - Double debit not refunded

I went to Miraj Cinemas Gurgaon on **th April to watch Avengers (single ticket). Bought a popcorn and coke combo for INR ***. On swiping the first time, the cashier informed me that the transaction was not successful, hence he swiped another time. Since i got debit messages both times, he said the bank will auto revert the amount in a week. When after a week it did not, i complained with Icici bank, who gave me a TAT of ** days to get a response from the merchant. I was then informed that the merchant has declined the request.
I went to Miraj Cinemas after that to take it up directly with them. The manager tried to imply that the complaint is too late. He had assured me a resolution within the next two days but i am still waiting (been more than a week)
