Webnet IT Solution - Doing fraud and laundry

I was promised good internet service and the money was taken on the required information. The internet functioned for a few days and kept getting problematic all the time. When asked for a refund due to bad service, he allegedly becomes abusive and gets a third party in the chain. Kindly help me to solve the issue as it is extremely bad and disgusting.
