Naksh Tours and Travels Chandigarh - Does Not Refunded the token amount

Myself Arvind from Mumbai.
I booked an outstation cab for Manali tour from **/**/**** till **/**/**** through a travel agency Naksh Tous and Travels in Chandigarh.The name of the person is Sanjay Kumar, his contact Number is ***********.
This person told the total tour charge as ***** and ask a token amount of ****.
I transferred the amount in his bank account and the rest was to be transferred after the trop ends.
He stop receiving my calls from **/**/**** and I faced a lot of difficulties, waiting for him to receive call and standing at *am at chandigarh railway station with my wife in that cold but this guy never received the call.He received the call on **/**.**** afternoon , saying he was not well and asked to provide the cab, I told him to refund the token amount as I do not want any service from him, he said he will but he has still not.
He has taken **** from me and I do not know how much people are trapped, please take strict actions against him so that he can not do this fraud again with any other people. I have all the proofs that I can send.
