Uttarakhand Technical University - didn't received degree

hello sir/madam,
I nitin joshi completed my graduation(B.tech) in **** from Roorkee Institute of technology (which works under Uttarakhand technical university) and haven't received my degree yet, on being asked to college officials they are blaming university for their slow process and as its already been * years so i requested them again and again and the officials told me to re apply for the degree i did the same but no result to be seen, i mailed to utu vice chancellor and exam controller as well regarding the matter but none reply came. So through this portal i request you to help me with the matter.
