Expat Properties - Did not get the possession nor the refund

In July ****, I bought * units of land each measuring **** sq ft from Expat properties on EMI basis and a token receipt agreement was made for the project Larvene II where I made a downpayment of ****** out of ****** and the rest of ****** on EMI for ** months and they told will get possession in * years but if not will give prevailing prime lending rate of interest and additional *% surcharge but till date nothing has been done. No refunds, no possessions and they keep extending dates and even if we ask for refund, they say we don't give and also later they said the alloted unit as per agreement (** and **) for me is sold to someone else and they will give me somewhere else but when I kept following they said they are still not able to register as they have to take some government permissions etc and now again I visited their office this month and they again extended for another * months saying they will give in another project phase * in same location. It has been a torture and mental harassment for years. They should have handed by **** but now its ****. Kindly help me in resolving this and getting the refund or land as mentioned by agreement and get me the compensate for these many years.
