Daily Xpress Courier Cargo Pvt LTD - Delivery denied by courier service represenatative

Courier was booked in Panipat on **-Oct-****. Courier envelope had complete address of Lucknow including the pin code ******. Courier was confirmed to be delivered by **-Oct-**** while booking in Panipat.
Courier reached Lucknow on **-**-****.
We tried to contact on **-Nov since all the services have begun after Diwali but courier guy at **** ******* (Daily xpress Lucknow office) did not respond. He responded to by brother's call finally and said he will try to deliver on **th Nov or latest by *th Nov. Today (*th Nov) afternoon he called up my dad in Lucknow saying that courier cannot be delivered at the location (pin ******) either you come and pick up or i will send this courier back.
if the courier was not deliverable at ****** (pin code) in Lucknow then why did Daily xpress courier in Panipat book the courier. My dad is a heart patient and cannot drive. He had undergone a heart surgery this year April. He had to urgently book uber to collect the courier all the way **-** kms from my home.
I would request strict action to be taken on Daily Xpress Courier & Cargo Pvt LTD.
Are there any checks being performed before allowing them to operate in the way they are doing now??
Completely un-professional and un-ethical behaviour. These companies shall be banned. They shall be penalized for the mental trauma given to my father due to this.
I will be raising complaint in associated ministry as well.
